200+ projects could reduce racial, economic disparities in North City

ST. LOUIS, Mo. (First Alert 4) - Groundbreaking in the Hyde Park Neighborhood is set to bring new life, health and wealth to an underserved area of north St. Louis.

In 2021, Congress passed the American Rescue Plan Act (ARPA) to help rebound from the COVID-19 pandemic. St. Louis City was awarded $498 million in ARPA funds and plans to use it to improve the health and economic outcomes of disproportionately impacted neighborhoods.

“It’s surreal,” said Fatimah Muhammad. “It’s not coming, it has arrived!”

Muhammad is a visionary and entrepreneur. She started planning the opening of Be Well Café & Market before the pandemic. The café is set to open summer of 2024 and will sit on the corner of Salisbury and N. 21st Streets in Hyde Park.

“It means that there are resources to support all of the dreams and aspirations that we have,” said Muhammad.

Be Well Café is one of roughly 216 projects in the works using more than half of the city’s $498 million in ARPA funds. St. Louis granted Be Well Café with $354,000 of its ARPA money.”
